Third Party Test Package

(According to the 0.9.1 spec of ThirdPartyDependencyInstaller)

This is a test package to ensure that once downloaded, r2modman and Thunderstore Mod Manager will invoke TPDI at the correct phases if both TPDI and this package are installed.
